The Penguins wore CCM Ultrafil jerseys - a material that was introduced at the beginning of the 1988-89 NHL season - for the second consecutive season. Set 1 jerseys featured the gold toe penguin crest and small block CCM on the back right hem with the CENTURY SPORTS customizer logo on the back left hem covered in yellow tape.
Beginning with the second set of jerseys on October 31, 1989 vs. Montreal, the Penguins began wearing the 1990 NHL All-Star patch on the left shoulder of their home (white) and road (black) jerseys along with the gold toe penguin crest and large block CCM logo on the back right hem. For the third set of jerseys which began on January 23, 1990 vs. New Jersey, Pittsburgh began wearing the "mean penguin" crest on their jerseys. Although not all players were given jerseys with the new crest, this crest appeared on jerseys with the CCM and NHL logos on the back right hem.
The inside neckline of each jersey featured the Maska Ultrafil manufacturer's tag with the size written onto it in blue ballpoint pen.
