General Athletic, which manufactured the Penguins jerseys in 1968-69 and 1969-70, once again became the offical jersey manufacturer to begin the 1982-83 regular season. The Home (white), Road (black) and Alternate (gold) General Athletic Set 1 jerseys were made of a heavy mesh material and featured a sewn on crest and two-color numbers with the single-color name on back screened onto a heavy mesh nameplate. Gone was the manufacturer logo on the back right hem of the General Athletic Set 1 jerseys. The interior neckline of each jersey featured a letter-designated size tag sewn at the rear of the collar. The Penguins wore recycled Sandow jerseys from the 1981-82 season during the 1982-83 pre-season.

The Penguins then switched back to jerseys manufactured by Sandow Sporting Knit Inc. the next game on November 17, 1982 vs. Hartford. The Home (white), Road (black) and Alternate (gold) Set 2 Sandow jerseys were brand new jerseys with a screened-on crest, shoulder and back numbers and a single-color name screened on the back nameplate. On March 27, 1983, the Penguins added a black memorial armband on their Home (white) Set 2 jerseys after general manager Aldrege 'Baz' Bastien who was killed in a car crash on March 15, 1983. Pittsburgh wore its Home (white) Set 2 jerseys for the final three home games of the 1982-83 season with the armband.
