Stall & Dean of Brockton, Massachusetts continued as the jersey manufacturer for the third consecutive season in 1979-80. Mid-way through the season, on January 30, 1980 vs. St. Louis, the Penguins unveiled a completely new color scheme - black, gold and white - to align with the city of Pittsburgh's other professional sports franchises, the Pittsburgh Pirates and Pittsburgh Steelers. The visiting St. Louis Blues accommodated the Penguins' request to wear their Road (black) jerseys and wore white that Wednesday night.
The tri-color v-neck neckline on the Set 1 mesh Home (white) and Road (navy blue) jerseys featured light blue/white/navy striping. The Set 1 Home (white) jerseys featured navy blue sleeves with white and navy blue striping and light blue cuffs. Light blue/navy blue/white/light blue striping starting from the bottom of the hem was present on the Set 1 Home (white) jerseys. The Set 1 Road (navy blue) jerseys featured white sleeves with light blue and white striping and navy blue cuffs. A white/light blue/navy blue/white striping design starting from the bottom of the hem was present on the Road (navy blue) jerseys. The large skating penguin crest was screened onto the front of the jersey. The sleeve and back numbers were also screened on.

Both of the Set 2 Home (white) and Road (black) jerseys featured gold sleeves with black/white/gold striping and black cuffs. A gold/black/white/gold striping design starting from the bottom of the hem was present on the Set 2 Home (white) jerseys. A gold/black/white striping design starting from the bottom of the hem was present on the Set 2 Road (black) jerseys. The large skating penguin crest was screened onto the front of the jersey. The sleeve and back numbers were also screened on.
Inside the neckline is the Stall & Dean manufacturer's tag along with separate washing instruction, size, and year manufactured tags. The neck tagging is vertically aligned on both sets of jerseys. The small numerical size fly tag is sewn over the year "9" (1979) tag on the Set 1 jerseys and year "0" (1980) tag on the Set 2 jerseys.

The Home (white) jerseys were worn in a total of 25 games while the Road (navy blue) jerseys were worn in a total of 24 games. The Penguins began wearing Set 2 jerseys on January 30, 1980 vs. St. Louis. The set was worn throughout the remainder of the regular season and 1980 Stanley Cup Playoffs until April 14, 1980 at Boston. The Home (white) jerseys were worn in a total of 16 games while the Road (black) jerseys were worn in a total of 20 games. Each individual jersey within the set was worn as allocated by the Pittsburgh Penguins and each jersey should be researched individually to determine exactly when each jersey was worn.
