Stall & Dean of Brockton, Massachusetts continued as the jersey manufacturer for the second consecutive season in 1978-79. The tri-color v-neck neckline on the mesh Home (white) and Road (navy blue) jerseys featured light blue/white/navy striping. The Home (white) jerseys featured navy blue sleeves with white and navy blue striping and light blue cuffs. Light blue/navy blue/white/light blue striping starting from the bottom of the hem was present on the Home (white) jerseys. The Road (navy blue) jerseys featured white sleeves with light blue and white striping and navy blue cuffs. A white/light blue/navy blue/white striping design starting from the bottom of the hem was present on the Road (navy blue) jerseys. The large skating penguin crest was constructed of white, yellow, and black twill.

Inside the neckline is the Stall & Dean manufacturer's tag along with separate washing instruction, size, and year manufactured tags. The neck tagging is vertically aligned on the Home (white) jerseys and horizontally aligned on the Road (navy blue) jerseys. The small numerical size fly tag is sewn over the year "8" (1978) tag.

The Penguins began wearing Set 1 jerseys with the start of the 1978-79 regular season on October 11, 1978 vs. Toronto. The set was worn throughout the remainder of the regular season and 1979 Stanley Cup Playoffs until April 22, 1979 vs. Boston. The Home (white) jerseys were worn in a total of 43 games while the Road (navy blue) jerseys were worn in a total of 44 games. Each individual jersey within the set was worn as allocated by the Pittsburgh Penguins and each jersey should be researched individually to determine exactly when each jersey was worn.
