Stall & Dean of Brockton, Massachusetts took over as the jersey manufacturer as the Penguins unveiled their sixth major uniform overhaul for the 1977-78 season - the team's 11th in the National Hockey League. The royal blue color was gone and navy blue and light blue re-emerged similar to the color scheme from 1967-68 to 1971-72 with navy blue taking over as the primary color on the road jerseys. The contrasting sleeve design and striping on the hem, arms and cuffs would be a staple of the Penguins' jerseys for the next 16 seasons.
The tri-color v-neck neckline on the mesh home and road jerseys featured light blue/white/navy striping. The Home (white) jerseys featured navy blue sleeves with white and navy blue striping and light blue cuffs. Light blue/navy blue/white/light blue striping starting from the bottom of the hem was present on the Home (white) jerseys. The Road (navy blue) jerseys featured white sleeves with light blue and white striping and navy blue cuffs. A white/light blue/navy blue/white striping design starting from the bottom of the hem was present on the Road (navy blue) jerseys. The large skating penguin crest was embroidered onto yellow twill.
Inside the neckline is the Stall & Dean manufacturer's tag along with separate washing instruction, size, and year manufactured tags. The neck tagging is vertically aligned on the home (white) jerseys and horizontally aligned on the road (navy blue) jerseys. The small numerical size fly tag is sewn over the year "7" tag.

The Penguins began wearing Set 1 jerseys with the start of the 1977-78 regular season on October 12, 1977 vs. St. Louis. The set was worn throughout the remainder of the regular season until April 9, 1978 at Cleveland. The Home (white) jerseys were worn in a total of 40 games while the Road (navy blue) jerseys were worn in a total of 40 games. Each individual jersey within the set was worn as allocated by the Pittsburgh Penguins and each jersey should be researched individually to determine exactly when each jersey was worn.
