For the second consecutive season, the Penguins wore jerseys produced by General Athletic Products Co. of Greenville, OH. The circular-crested jerseys featured contrasting shoulder yokes and simple stripes on the sleeves and waistline. The lace-up collars were still present with navy blue laces were threaded through the eyelets and solid navy blue necklines.
Inside the waistline is the General Athletic Products Co. manufacturer's tag which included washing instructions. The inside neckline of each jersey featured the All Star Sports / All Star Sporting Goods lettering tag above a small size tag sewn below it. Jerseys were lettered and numbered by All Star Sporting Goods of Pittsburgh, PA.
Prior to the 1970 Stanley Cup Playoffs, the Penguins began wearing a new set of jerseys produced by Wilson. The jerseys were stylistically the same as the Set 1 jerseys; however, the reinforced neck area where the lace-up eyelets are went from a "V" shape on the General Athletic jerseys to a narrower and vertically reinforced eyelet neckline on the Wilson manufactured jerseys. The sleeve numbers became narrower and the back numbers became stockier on the Set 2 Wilson jerseys compared to the Set 1 General Athletic jerseys.
The vast majority of the Wilson jerseys had the original manufacturer's tag inside the neckline removed and replaced with a Pittsburgh Sport Shop, Inc. tag. Jerseys were lettered and numbered by Pittsburgh Sport Shop, Inc. of Pittsburgh, PA.

The Penguins began wearing Set 1 jerseys with the start of the 1969-70 regular season on October 11, 1969 vs. Oakland. The set continued throughout the regular season and was worn until March 29, 1970 vs. St. Louis. The Home (light blue) and Road (white) jerseys were each worn in a total of 37 games. Each individual jersey within the set was worn as allocated by the Pittsburgh Penguins and each jersey should be researched individually to determine exactly when each jersey was worn.

The Penguins began wearing Set 2 jerseys on April 4, 1970 at St. Louis. The set continued through the end regular season and was worn throughout the 1970 Stanley Cup Playoffs. The Home (light blue) and Road (white) jerseys were worn in a total of six games each. This set of jerseys was recycled into the 1970-71 season. Each individual jersey within the set was worn as allocated by the Pittsburgh Penguins and each jersey should be researched individually to determine exactly when each jersey was worn.
