The Penguins inaugural jerseys were produced by Gerry Cosby Athletic Oufitters & Co. of New York, NY. The durene jerseys featured "PITTSBURGH" sewn diagonally across the front in a drop-shadowed italicized font. The circular numbers on the sleeves and back also featured drop-shadows. During the regular season at the Civic Arena, the Penguins sported the vibrant light blue jerseys while away from Pittsburgh they wore their white jerseys - with one exception. On January 6, 1968 vs. Philadelphia the Penguins wore their Road (white) jerseys in a 2-2 tie with the Flyers. Jack Riley, the Penguins' general manager said after the game, "I wanted to give the fans a look at them." He added, "That means we got a point on the road."
The jerseys featured lace-up collars with white laces threaded through the eyelets and solid navy blue necklines. The jerseys worn during the team's first season were the only jerseys in team history that did not feature the team's logo somewhere on the jersey. Inside the jerseys were three tags sewn inside the back left hem - a '67 year tag, a numbered size tag, and the Gerry Cosby manufacturer's tag. Over time and due to the recycling of the jerseys to the University of Pittsburgh club team in 1971-72 the tags on many jerseys have frayed or fallen out over time.

The Penguins began wearing Set 1 jerseys with the start of the 1967-68 pre-season on September 23, 1967 vs. Philadelphia at Brantford, Ontario. The set was worn throughout the the regular season and was recycled into the 1968-69 pre-season. The Home (light blue) jerseys were worn in a total of 36 regular season games and two confirmed pre-season games while the Road (white) jerseys were worn in a total of 38 regular season games and one confirmed pre-season game. Each individual jersey within the set was worn as allocated by the Pittsburgh Penguins and each jersey should be researched individually to determine exactly when each jersey was worn.
